Tom has over thirty years of progressively responsible experience in auditing, management analysis, accounting and budgeting working for several New York State agencies. Since 2003 he has lead the BST Contract Audit and Consulting Group.

Prior to joining BST, Tom served as Director of the Contract Audit Bureau of the New York State Department of Transportation where he was responsible for all external audit activities involving engineering firms, construction contractors, railroads, utilities, transit operators, airport operators, municipalities, and public authorities, including incurred cost and overhead audits, pre-award audits and Federal Single Audit monitoring. He worked closely with the Department's finance, engineering, transit and contract management and legal counsel in meeting the  Agency's needs for assurance that capital funds of this major state transportation agency were expended in accordance with State and Federal laws and regulations and contract and grant agreement provisions.

Tom has diversified knowledge and experience in the area of public sector procurement, auditing, compliance, and controls.  He is nationally recognized as an expert in cost accounting methods and auditing of contracts on Federal-aid projects. While at the New York State DOT he implemented numerous improvements in auditing and contracting processes. He participated actively in New York State, regional, and national transportation audit liaison groups, primarily through his involvement with the American Association of State Highway and Transportation Officials' (AASHTO) Audit Sub-committee.

Tom participated in the development of the first edition of the Uniform Audit and Accounting Guide for Transportation Consultants, published by AASHTO for the use of government agencies, auditors and engineering firms.  He served on a national working group with other state DOT auditors and engineering firm representatives on the implementation of Federal legislation (NHS 307) that required a single audit approach to engineering firm overhead rates audits. He authored NYS Legislation to link single audits of state transportation funds to the Federal Single Audit.  

Currently, Tom is the Engagement Partner for BST's term engagements with several state transportation agencies, government contractor and engineering consultant clients where he continues to effect improvements in the government procurement and contract auditing processes. He is the immediate past  Chair of the New York State Society of CPAs Government Accounting and Auditing Committee. He is one of the principal founders and a past president of the local chapter of the Association of Government Accountants and he is a member of the American Institute of CPAs, the Intergovernmental Audit Forum, and the Institute of Internal Auditors. A graduate of Hope College in Holland, Michigan, Tom earned an MBA in Accounting from Hofstra University in Hempstead, New York.
